The legislation aims to enhance the United States' weather and climate prediction capabilities through advanced computing technologies. This initiative emphasizes collaboration between the Department of Energy (DOE) and the National Oceanic and Atmospheric Administration (NOAA).
Congressman Miller stated, "Accurate and timely weather forecasts are critical for public safety, disaster preparedness, and economic resilience." He added that this bill will ensure the U.S. remains a leader in weather and climate prediction by utilizing advanced computing to reduce risks associated with severe weather.
Congresswoman Foushee highlighted the urgency of improving national weather prediction systems amid accelerating climate change and extreme weather events affecting communities nationwide. "I’m proud to introduce the bipartisan Advanced Weather Model Computing Development Act alongside Congressman Max Miller," she said, emphasizing enhanced collaboration in critical technologies between DOE and NOAA.
The act includes several key provisions:
- A Computing Research Initiative leveraging AI, machine learning, and quantum computing to improve model accuracy.
- Establishment or expansion of Centers of Excellence for developing advanced tools, fostering partnerships, and accelerating technology adoption.
- Allowing NOAA to enter multi-year contracts for high-performance computing infrastructure.
- Requiring a 10-year strategic plan on NOAA’s computing needs with regular updates and reports on forecast improvements.
- Inviting public input on the strategic plan to ensure transparency.
Congressman Miller serves on several committees including Ways and Means as well as Science, Space, and Technology. Before his congressional tenure, he served in the Marine Corps Reserves and held senior positions under President Donald Trump.
