U.S. Congressman Max Miller has introduced the NEPTUNE Act, a legislative proposal aimed at bolstering national security by authorizing the procurement of two new submarine cable laying and repair ships. The initiative is intended to protect critical infrastructure, as undersea cables are essential for international internet traffic and financial transactions.
"Ninety-nine percent of our international internet traffic and trillions in financial transactions depend on undersea cables every day, making them a prime target in any future conflict. Yet today, the U.S. Navy has just one aging cable repair ship, and it’s nearing the end of its service life," said Congressman Miller. "This bill gives the Navy the authority to procure a modern replacement and prohibits decommissioning the USNS Zeus until a new vessel is operational. This is about protecting America’s critical infrastructure and ensuring we’re prepared when it matters most."
The legislation includes several key provisions:
- Authorizes the Secretary of the Navy to procure two new submarine cable laying/repair ships along with necessary materials.
- Prohibits decommissioning of the USNS Zeus until an equally capable replacement is operational.
- Enhances national security by safeguarding vital undersea communications infrastructure.
- Prepares for future maritime warfare involving undersea communications, particularly concerning China and Taiwan.
Congressman Max Miller represents Ohio's Seventh District, which includes Medina and Wayne counties as well as parts of Cuyahoga and Holmes counties. He serves on both the House Committee on Ways and Means and the House Committee on Science, Space, and Technology. Additionally, he was selected by Republican sophomore members as their representative to the Republican Steering Committee. Prior to his congressional role, Miller served six years in the Marine Corps Reserves and held senior positions under President Donald Trump.
